Norwegian "shielding deduction" that exempts a risk-free return on investments from taxation, reducing effective capital gains tax.

Skjermingsfradrag (shielding deduction) is a Norwegian tax concept designed to exempt the "normal" risk-free return on capital from taxation. Only the return above what you would earn from a risk-free investment (like government bonds) is taxed.

How it works

Each year, the Norwegian Tax Administration (Skatteetaten) publishes a skjermingsrente (shielding rate) based on the after-tax return on 3-month government treasury bills. Your cost basis is multiplied by this rate to determine the tax-free portion of your return. The shielding amount can be carried forward if not fully used.

Prediction market application

If prediction market positions are classified as securities for Norwegian tax purposes, the skjermingsfradrag would reduce the taxable gain. However, the shielding deduction is typically most relevant for long-held positions, and most prediction market contracts settle quickly.

Example

You invested NOK 50,000 in prediction market contracts. The skjermingsrente is 3.5%. Your shielding deduction is NOK 1,750. If your total gain was NOK 10,000, only NOK 8,250 is taxable (at 22% flat rate on capital gains = NOK 1,815 tax).

Combining the 22% flat rate with the skjermingsfradrag, Norway offers one of the lowest effective capital gains tax rates in Europe — particularly for gains close to the risk-free return. The effective rate ranges from 0% (if gains equal the shielding amount) to 22% (for large gains well above the shielding threshold).

  • Denmark: 27–42% (aktieindkomst) — significantly higher

Reporting to Skatteetaten

Norwegian residents report capital gains on their annual tax return (skattemelding). International investment income not pre-reported by Norwegian financial institutions must be manually added through Skatteetaten's online portal. The filing deadline is April 30.

Frequently asked questions

Does the skjermingsfradrag apply to prediction market positions held for less than a year?

The skjermingsfradrag is calculated annually (January 1 to December 31). If you buy and sell within the same year, the shielding applies proportionally to the holding period. For positions held only days or weeks, the shielding amount will be very small.

Can unused skjermingsfradrag be carried forward?

Yes. If the shielding amount exceeds your gains (or if you have no gains), the unused shielding increases your cost basis going forward — effectively accumulating for future use.
